DESCRIPTIONin 1982, Kent Mayor Isabel Hogan saw that the city needed to create a new stormwater dam to protect Kent's downtown from flooding. After a proposal from Bayer, the dam also achieved goals of being an aesthetic amentity and improved fish health in a salmon bearing stream.
